Progenitor's Blood is the blood of one of the lords of Sanguinem. A vampire does not rise in rank on its own: to become a Sanguinem Noble, a Fledgling must drink it.
Use
Hold right-click to drink (1.6 seconds). You get the empty bottle back.

Every vial drunk counts towards the "item used" statistic, even if you were not a Fledgling yet when you drank it.
